This principle is fundamental to achieving the new values set for the NHS in Wales. It means putting the citizen at the heart of everything and focusing on their needs and experiences; making the organisation's purpose the delivery of a high quality service. It means recognising the vulnerability of specific groups, particularly children and young people.
